Study On The Way Of Realizing Government's Credibility Under E-government

Government's credibility is an important component and a core part of social credit system. Along with the continuous development of China's socialist market economy and political civilization, people are increasingly concerned about the government's credibility.The rapid development of Computer technology, communication technology and network technology promotes the realization of the government's re-engineering; E-government comes into being, so that government's management and operation have undergone tremendous changes. These changes make E-government---the new government's management and operation also affects Government's credibility as a ethic which displays on government's administrative action to a great extent. E-government's development is a trend. The implementation of E-government is the focus of national information work and an important measure to deepen administrative reform. At present, how to strengthen the construction of government's credibility and how to rebuild government's image in the process of implementing e-government is an important issue which all levels of governments are generally concerned about.The study consists of six chapters. The first chapter mainly describes the background , the purpose , the meaning, the idea ,the method as well as the point and the difficult of the study. The second chapter mainly describes the content of e-government and government's credibility to lay theory foundation for the study. The third chapter describes the status of government's credibility and some factors to obstacle government's credibility under the traditional model of government, such as the concept, the behavior-oriented, the system, the law and so on. The fourth Chapter uses comparison methodology to analyze the influence which e-government affects government's credibility from three dimensions----the idea of government's credibility, the behavior of government's credibility, the system of government's credibility. The fifth chapter is the core part of this thesis. It analyses the way to realize government's credibility under e-government ,including promoting democracy and service, raising efficiency, fulfilling responsibility, opening government, enacting laws and improving systems. It proposed all aspects of feasible and specific measures. The last chapter is the conclusion which makes the summary on the basis of this study.
