With the advent of knowledge economy, the viewpoint about human resource (HR) being the first resource and human capital (HC) being the first capital has been widely accepted. Advocating transfer from HR to HC has been not only scholars'commonsense but also governments'policy trends. However, the transfer from HR to HC still has problems on exploitation in theories and practice. This thesis which uses modern human resource theories systematically analyzes the concepts of HR and HC, necessity of transfer from HR to HC, even measurements and current conditions, and puts forward the proposition of accelerating transfer from HR to HC. When analyzing the definitions of HR and HC, the thesis classifies their differences and relationships. Meanwhile, the thesis points out that the concept of HR strengthens use value and exploits HR potentials with stimulation and scientific managements; HC emphasizes value and sustainable development, enhancing human's value through training, stimulations and variety investments. In the second place, according to accumulated materials and observations of current society, the thesis analyzes the present condition about transfer from HR to HC, pointing out elements which set obstacles in transfer from HR to HC. On this basis, the thesis states that the necessity of transfer from HR to HC, building the measuring model due to traditional contribution model of HC, analyzing the process of transfer and influential factors. In the end, the thesis raises main suggestions about transfer HR to HC. They are innovating ideas, carrying out HR cultivation strategies, accelerating educational career, boosting enterprises innovation, reforming HR management systems to speed up the transfer from HR to HC.
