Since the reform and opening-up, the step-by-step removing of systematic obstacle gradually and the constant improvement of nongovernmental investment environment, whicu make the investment vigor further, so nongovernmental investment in Hebei province is swift and violent, the growth rate is quick, investment is with high efficiency, and it has already become the main strength of investment in fixed assets. At present, because of the restriction aspect that the effective demand is insufficient and the peasant's growth in earnings is slow etc, the contribution rate of consume to the economic reduce. The investment play a prime role in economy growth in the Hebei Province, but the investment growth became slow, the nongovernmental investment has not started in an all-round way. Although the foreign trade develops rapidly, but the degree of depending on the foreign trade is low, and its pulling power to the economic growth is limited. Because the serious excess of supply over demand of careers market, the pressure on employment is very big, so the employment situation is very severe. Under the severe economic situation, if you want to promote continuously economic growth, expand domestic demand and increase employment, it is the best policy choice to start-up nongovernmental investment. Because the nongovernmental investment development faces a lot of obstacles, the potentiality of the investment has not been diaplay far off, having not played a role in the economic growth.
