As the burgeoning industry developing rapidly in recent years, optoelectronics information industry has important strategic significance on the national economy, science & technology as well as national defense. Following the microelectronics technology, optoelectronics information technology will be another factor to push forward the S & T revolution and progress of the human being. In order to occupy the commanding point in the competition and to gain the initiative, the western developed countries are pressing on with the planning and implement of the development plan of opto-electronics industry. With University of Arizona as the center, the USA built the Tussen area into world's first "optics valley" and started the Laser Fusion Plan. After that, France, England, Germany and Japan have also initiated the plan on 'opto' one by one. France set up the Optoelectronics R&D Center, 'Optoelectronics Valley' for short, in the research center of Alcatel. The UK is carrying out 'Arvil Plan'. Japan is carrying out '5 Years Plan of Laser Research'. Germany is carrying out national development plan 'Laser 2000'. Wuhan is one of the talent intensive areas for optoelectronics information technology in China. It boasts a series of key universities such as Wuhan University and Huazhong University of Science & Technology; East Lake High-Tech Development Zone (EDZ) which is gradually stepping into maturity and such industrial parks which are under development as Guandong Industrial Park, Guannan Industrial Park and Miaoshan Industrial Park. In addition, the city also enjoys fine social culture environment and advantages in S&T, HR and industry. After more than 10 years of construction, Wuhan East Lake High-Tech Development Zone has shaped the industrial structure with optoelectronics as the leading industry, bioengineering & new medicine, environment protection and mechanical and electrical integration developing competitively. In optoelectronic information industry, EDZ possesses the biggest manufacturing base of fiber and cable in China, the biggest manufacturing base of optoelectronic devices in China and the biggest R&D base of opto-communication products in China. EDZ is also one of the 3 biggest laser industry bases in China. "Wuhan-Optics Valley of China" (OVC) has obtained the hard-won achievements and enjoys the enterprise space cluster at a certain scale. But this cluster is shaped mainly by a group of small and medium-sized enterprises transformed from the S&T achievements of many universities and scientific research institutes or those attracted by the preferential policies, no real industry cluster comes into being. Therefore, such problems arise in some enterprises of the high-tech zone as inefficient resource allocation, incomplete display of the advantages in the specialty dividing & complementary mechanism of the industry cluster, exchange cost mechanism and knowledge exterior mechanism.In view of the above-mentioned questions, this paper makes a systematical research on the industry resource, scientific resource, human resource and capital resource of industry cluster of OVC by focusing on the problem of how to develop the opto-electronics information industry of OVC with the method of input & output analysis, the method of combining the standard analysis & demonstration analysis as well as combining qualitative research and quantitative research from the view of resource allocation. The research results are as follows.Firstly, the author makes a complete and systematical review of all kinds of current theories of the forming mechanism of the cluster. In the view of lack of current theory, and based on the resource theory of enterprise competitive advantage and cluster competitive advantage, the author proposes the resource theory of the reason of the formality of enterprise cluster, namely the forming of cluster is due to that it can provide fast and efficient environment for the resource allocation for the enterprise.Secondly, the grey relationship analysis model is put forward,...
