Problem of human resource is a great problem in connection with national enterprise development. Along with the quick development of science and technology, fast development of knowledge economy ,strengthening of global economic trend, competition of human resource is very keen between nation and nation, between corporation and corporation ,as a result, the concept of "the human resource is the first resource" emerged as the times require. Human resource has a decisive significance in nation composite power competition; problem of human resource becomes the pith of national composite competition increasingly. Problems of human resource still stand out during the process of modern construction in China. Penman, making use of philosophic thought and methods of Marxism, in allusion to the actuality about problems of human resource in china, tries to resolve the problems of human resource China at present from the point of view of human resource and hope to find correct ideas and methods.First, penman analyses ancient thoughts of human resource, development of modern talent's thoughts, standards and theories of the present age synoptically and scientifically, hoping to find the source of problems of human resource for the moment and the theory in support of the paper.Then, penman analyses the status about problems of human resource for the moment in China on the base of Marxism philosophic views of "one divides into two" scientifically. On the one hand, the paper generalizes the remarkable achievements of academic work of human resource in China. The private achievement is that scientific view of human resource was brought forward. On the other hand, the paper analyses relative shortness of resource of human resource, serious flowing away of human resource, serious phenomenon of artificial human resource, serious unbalance of human resource management systems immature system of measurement and appraisement of human resource at large, and indexes the historic and practical cause of above phenomenon and practical damage on modernization construction.At last, penman with the guidance of "the human resource is the first resource" and scientific view of human resource, setting out impersonal problem of human resource,...
