Our country is a large developing country in population. The agricultural population is about 70% of total population. In our country, the important problem is the problem of the agriculture, peasants and countryside, which the problem of peasants is the core. Now, ascending countryside dweller's income is the very important thing in the problem of peasants. If solving the problem of ascending countryside dweller's income, we must transfer surplus labor in the agriculture. Although the economic development level of developed and developing countries is different, the transferring is the common economic phenomenon. As the biggest developing country, fulfilling transferring from agriculture to non-agriculture is the important task for our country's development. From 1980s, the transferring has already begun from agriculture to non-agriculture in our country. Because the transferring can lead to labor's employment enough in agriculture, improve efficiency in the agriculture and bring more income from the non-agriculture to countryside dwellers, it can help countryside dwellers increase overall income level and the reducing of income gap between countryside and city. However, because there are the difference in the level of education, the development of the non-agriculture and the development of market between each area of our country,the income effect from the transferring is unbalanced among each area of our country.
