Study On Government Behavior In The Process Of Land Granting In China

The running of land granting mechanism has brought out a series of serious problems, such as upsurge of enclosing land, the low price selling, the exorbitant selling and so on. The governments, who is not only the property right subject of granting land but also the examiner and manager actually, is the key that mechanism can be running successfully and land market can develop normally with current land granting mechanism. Taking the governments as the main research object, this paper uses property right economics theories and other relative theories to analyze the property right relationship and the income allocation relationship among the governments. It reveals the blurry defining of the land property right is the springhead of the various confusion of land income distribution which result in inefficient collocating of land resource.This paper can be divided into three parts. The first part introduces the basic contents of land granting mechanism, and property right economy relationship that involved in the activity. Then it analyzes the governments' function orientation and the behavior target under the market economy condition, and the variety of the relationship among the governments. All those will be taken the research foundation of the following analysis. Taking the property right relationship and the income allocation relationship among the governments as researching topic, the second part studies the existent problems among central and local governments, fore-and-aft patriarchate governments and prefecture and local governments around the country in granting activity. Starting from the blurry property right relationship and reasonless manage system, this part emphatically analyzes some outstanding problems emerged in the current granting activity. The last part is "Conclusions and Countermeasures": the primary conclusion is to reform and perfect the property right economy relationship of the land granting mechanism in order to limit the government to pursue the maximal short-term benefits in sale activity.
