Since the policy of reform and opening up to the outside world, hotel industry has experienced rapid development with China's economic development and strategic adjustment of economic structure. In the new era, particularly with China's entry to the WTO, however, hotel industry like other tertiary industries is faced with new opportunities and challenges.Competition within hotel industry is upgraded due to the rapid growth of hotel industry. Although the competition is mainly reflected in products, service mode and quality, the inter-hotel competition is more and more reflected in talents, overall personnel quality because the competition market is gradually turning perfect and the structural reform is deepened, which in fact is a contest of human resources capital which hotels have. High mobility of hotel personnel has been quite an outstanding issue in hotel operation management because it not only affects the normal operation of a hotel enterprise, but also gets in the way of the development of China's hotel industry.
