| Transfer is similar to secondment,which is a common way of personnel exchange in party and government organs and public institutions at all levels in our country.The redeployment provided a means for the department to cope with heavy tasks,deal with urgent matters and ease the staff tension within the establishment,but at the same time,it also brings the problems such as the loss of human resources,the failure of personnel management,the aggravation of administrative costs and so on.At the same time,as a supplementary response mechanism,its long-standing phenomenon has not been related to the functional departments(such as organizational personnel departments,staffing management departments,etc.)full attention.In the process of modernization of national governance system and governance capacity,the staff who have been transferred as the main body of governance,the management and governance of the transferred team has become a topic that can not be ignored.In this paper,based on the existing research,combined with the knowledge of public sector human resource management theory,the use of human capital theory,capacity-based management theory and two-factor theory,adopting case analysis,questionnaire survey and interview,taking the management of the transferred personnel in DepartmentA of province S as an example,this paper analyzes and puts forward the problems existing in the management of the transferred personnel in Department A,the main reasons are that the selection of transfer personnel is not accurate,the organizational process of transfer is not rigorous,the implementation effect of transfer is not perfect,and the protection of the rights and interests of transfer personnel is limited,there are some internal reasons,such as the imperfect mechanism of transfer and admission,the imperfect mechanism of process management,and the weak mechanism of examination and motivation,there are also some external factors,such as the shortage of personnel under the establishment management,the lack of the regulation system of the temporary mobility of public sector personnel,and the mismatch between the department’s rights and responsibilities and human capital.For this,the paper puts forward some optimized suggestions,such as perfecting the admission mechanism of recommendation and examination of the transferred personnel,perfecting the personnel management mechanism during the transferred personnel period,strengthening the examination and encouragement of the transferred personnel,establishing the dynamic management adjustment mechanism of the organization establishment,standardizing the flow of personnel in the public sector by the system,continuously promoting the simplification of administration and decentralization of power,in order to promote the transfer of personnel management more scientific,standardized,institutionalized. |
