As China's entry to WTO in 2001, more and more large-scale multi-corporations in the world have entered into China's market, and grab talents with state-owned enterprises both in production and service market. At present, state-owned enterprises are in a dilemma that, on one hand, enterprises fail to develop without various kinds of talents; On the other hand, for the reason of low-leveled company management, the reasonable mobility of state-owned employees cannot achieve both in talent business and in the inner part of enterprises; as a result, the competition of the enterprises comes down.The value of talents goes up in mobility. As we all know, it is difficult for state-owned enterprises to attract talents, so they can only suffer loss. The issue of employees drain is not a present one, and it also is one with realistic importance. Therefore, experts and professors have done a lot about it. In this paper, basing on the theory of human-based management, the author tries to study the issue of reasonable mobility of employees in state-owned enterprises. First, the concept of people-oriented management is introduced, the features of human nature is described in the view of management psychology, and the function of people-oriented management on company is also expounded; Secondly, the present state of incorrect mobility of employees in the state-owned enterprises is analyzed; Thirdly, according to the thought of people-oriented management, the reason which leads to the incorrect mobility of employees in the state-owned enterprises is come up with; Fourthly, the influence of incorrect mobility of employees in the state-owned enterprises is expounded; Finally, by using the thought of people foremost, together with the motivation theory and organizational culture & ethics, also the theory of pay & effective performance, solutions to the incorrect mobility of employees in the state-owned enterprises is found out.
