This paper is about the research of the impact of the Chinese rural labor transfer on peasant's income.In refer to the foundation of the classical transfer model of labor force , lead into system variable,and based Chinese system background, construct the decision model of rural labor force transfer.Using the rural household's survey materials , found the Logit model of factor influencing rural labor force transfer preliminarily, investigate factor influencing the rural labor force transfer rom microscopic layer.And then establish analysis frame of the floating behavior of rural labor force.On this foundation,under the macroscopic background of the national economy development, investigate the effect of the rural labor force transfer on peasant's income, and attempt to establish peasant income model, utilize the time sequence data of 1978-2003, discuss the important contribution of the the rural labor force transfer to peasant's income increase since reforming and opening up to the outside world. Finally, on the microcosmic investigate the triple effect of shifting of transfer income to peasant households, namely welfare effect, consumption effect and investment effect.The conclusion is:1 .The transformation behavior of the rural labor is that peasants advocate , organize and implement spontaneously in order to respond the profit-making chance of outside brought by the system that becomes flexible. Peasant is an rational economic subject,its behavior motive is to pursue utility or welfare maximizing for one's own or family. When peasants anticipate there are a large number of incomes or the profit-making chance in the outside, by way of transfering,they will make outside income internalize.When the prospective earnings are greater than anticipated costs, rational peasants choose to transfer in order to respond the external profit-making chance actively, make outside income internalization.On the contrary, when the prospective earnings are smaller than anticipated cost, peasants will make the rational choice that they don't transfer.2.Government as second action group, key duty is that it create the condition to help peasants to obtain the outside incomes or the potential profits.
