Countermeasure Study On Increase Of The Chinese Peasants's Income

Peasants take the majority of the population of our country, they are the important strength of the reform and opening up and Chinese modernization. In recent years, because of various kinds of reasons, the per capita net income of national peasant increases slowly for years, the whole income of peasants is on the low side, the phenomenon has already become the restricted bottleneck question of well-off society and Chinese modernization. It has not only influenced on the improvement of peasant's living standard but also on grain-production and agricultural product supplying ; It has not only restricted the rural economy from developing but also the whole national economic growth; It is not only relation with the rural society progress but also realization the goal of China well-off society in an all-round way. So, peasant's income increase is not only great economic problem but also a great political issue which concerns the country and social stability, and it is the important issue which must be solved in the process of Chinese modernization.In order to solve the problem , we should not merely base on seeking the short-term measure with instant effect at present, such as direct subsidy, raising the purchasing price of agricultural products , lightening peasant's burden , exemption from the agricultural tax, etc., and further more, we also should have our eyes on the future to set up the long result mechanism which following the thoughts of " making overall plans of the socio-economic development in urban and rural areas, constructing modern agriculture and developing rural economy " put forward on the 16th National Congress of Communist Party of China, to seek the base methods of increasing peasants income in term of developing by integration of social economy in urban and rural areas. Firstly, we should correct the attitude on peasants which is the precondition of solving the problem, on this basis, we should step forward reform of the rural land system, the agricultural industry system, the rural monetary system, the circulation system of agricultural products and other relevant systems. Secondly, we should break up the structure between city and countryside completely, to put ruraleducation, property tax, security system into the whole social development track both including urban and rural areas step by step according to development by integration, to arrange the surplus rural labor force in the way of overall planning, all above is the key of deal with the problem. Finally , we should use for reference some foreign experience and method actively to shorten the disparity with the world on the respects of increasing the finance and investing, protecting agriculture, pay attention to the agri-scientific research and education, improving rural information level, accelerating agriculture standardized system and agricultural product quality safety monitoring system construction.Only combining long result mechanism with the short-term measures, proceed from reality of all parts, suit measures to local conditions, stage by stage, step by step, internal and external combination, treating both principal and secondary aspect ,can we settle well the peasant's income increase problem which is the important issue of this new century.
