With the development of science and technology, global positioning system, Geographical Information system, and remote sensing (GPS, GIS and RS) have extensively applied to the dynamic monitoring of land use change. GPS has the accurate localization function to the geographical space position; RS has fast, real-time, objective advantage, and it can offer large range messages of multi-wave bands, multi-time phases, and different resolution ratio; GIS not only possesses graphics function by machine, but also it can analyze, process the datum of geographical space powerfully. Combining "3S" technology with the dynamic monitoring of land use change, we can not merely get current accurate situation information of land utilization in time, and according to the overlaying of images of multi-time phases, we also can observe the change course of land utilization in the structure, proportion, and type from two respects of macroscopic and microcosmic. These information has undoubtedly offered the most direct, objective basis for the fact that the policymakers of the related departments of land management make fast, resolute decision.Huanghua city is in the middle part of the Northeast Asian economic enclosure and the pairs of ring knob area of "encircling the Bo Sea", and "encircling Beijing and Tianjin ", which is the east bridgehead of new Asia-Europe Transcontinental Bridge, and now has already become the important window opening to the outside world of North China. Huanghua town lies in the outskirts of Huanghua city, which has typical fringe area characteristic. Its change of land utilization is more violent, especially with the development at full speed of the economy of Huanghua city, urban residential area, independent industrial and mining land increase rapidly, cultivated land occupied situation is serious day by day."3S" are the advanced means which can carry on the dynamic monitoring of land use change to find the change area of land utilization, realize the data upgrade of land utilization. Therefore, this paper utilizes the database of land utilization in Huanghua town in 1989 and the areophoto and orthophoto map shot by Hebei Bureau of Surveying and Mapping in 2003, adopts the integrated image of GIS vector data and aerophoto image, regards the integrated image of TM image and aerophoto as reference at the same time, and then explain the area of land use of change to draw the land use of change information in Huanghua town. Besides, Supported by the GIS platform, current land utilization maps are got by upgrading the achievement of Dynamic Monitoring of Land Use Change and land utilization. then the researcher overlays and analyzes the current land utilization maps in Geographical Information System and analyzes the law and space variation tendency of land during 1989-2003 years in Huanghua...
