The sea is one of the most important parts of our ecological system. With the development of economic and the requirement of society, the oceanic resources become the focus of economical development. And the problems of exhausted resources and deteriorative environment could not be neglected.The concept of circular economy is proposed in 'Economics of Natural Resources and the Environment' by the environmental economists D.Pearce and K.Trrner in 1990, which is an innovative notion of development. In a governmental bulletin reported by premier Wen Jiabao, he focused on developing circular economy to boost the compositive usage and circular usage and develop new resources and reproducible resources during the progresses of resource exploitation, production expending, wastes usage, and social consuming.Whereas the important position of the foreland and the kinds of problems in the developing procedure, this paper depicts basic concepts, principles, and law attributes of circular economy, proposes a legislative suggestion of oceanic sustainable development based on the anglicizing of the reasons that exasperate our marine environments. This paper calls for all inshore governments to build up the developmental concepts of circular economy and establish corresponding policies of resources usage and environmental protection, use the developmental modes domestic and abroad for reference, propose corresponding legislative suggestion and policy suggestion. It is expected to be used for reference in implementing sustainable development system.
