Financial industry plays the important part in modern industry structure, and it was called the core of modern economy because its capital and efficiency effect economy development. Banking is the basis of part of financial system in our country, and its competitiveness effects national competence. Financial market will be opened in next year. As a big part of Chinese banking, state-owned commercial banks core competences were researched is valuable. The article is started from the theory of corporation core competence. Through the quality of commercial banks and the form institutions of commercial banks, this article is put forward a modal to make a pieces of advice to foster stated-owned commercial bank core competence. The article consists of 5 chapters: Chapter 1: It is introduction. In this section, author introduce the aims and function of research on the state-owned commercial banks core competences, and introduce research methods. Competitive first-class commercial banks, state-owned commercial banks core competences were weak, because state-owned commercial banks were born in planning-economy period, and there were a lot of problems in them such as the capital quality and the ability of risk management. The aims of research on state-owned commercial bank based on institutions innovation are to build up modern banking system for fostering its core competence. For the methods of research, author takes corporation theory, chart analysis and competitive analysis to explain the problems of state-owned commercial banks core competence. Chapter 2: The theory of commercial bank was developed from corporation theory. In this chapter, author has described the history of corporation core competence theory and different theory schools such as resource branch, organization branch, technology branch, knowledge branch, culture branch and procedure branch. The theory of commercial bank core competence has not been formed system, and so author has taken some materials to discuss their views, for example, IMD (International Institute for Management Development) and WEF (World Economy Form) systems, the Analytical Hierarchy Process, Dr. Wang guangqian and Dr. Jiao Jinpu's views. Chapter 3: This section was answered what is commercial bank core competence. Though commercial bank core competence and corporation one have many commons, the former has special quality. Commercial bank core competence consists of three-core capabilities (making resources capability, organization capability and technology capability) and institutions innovation capability. We can use a model to illustrate the four capabilities. To state-owned commercial bank core competence, the author has emphasis the word of "state-owned"and come up with changing property rights institution. Chapter 4: In this chapter, first, the article was described the history of the four state-owned commercial banks. They were all born in the people's bank of China and have more institutions problems. Second, through state-owned commercial bank's institution analysis based model, we can draw a conclusion that property institution problem is very dangerous, and it will be barrier of bank reformation. What's more, organization institution of state-owned commercial banks is not reasonable. In bank, the administrative grade is divided strictly; and working efficiency is very bad. Resource divides into manpower resources, fund resource (mean the own fund mainly) and customer resource, and its acquisition institution is not reasonable too.
