Constructing Contemporary China's National Interests

Using the way of constructing as its thought frame,this article constructing China's national interests post-cold war. It tries to offer the new way for China's Peacful rise.First,the Selection of the Analysis MeansNational interest is the basic demanding for state existing and developing.Constructivism believes that the state identification determines its interests. Specifically,there are four parts in constructing national interest,including the essence of national interests,the forming of national interests,the contents of national interests,the feature of national interests.Contructivism argues that national interest is determined by the state identification which is defined by international system culture , so we can say the national interest is one kind of beliefs. State identification mainly embodys in approving.observing.creating and revising forms institutions in internal and in the world. National interest changes when the international system culture changes. National interest is usually the results which one state leams from international society. Interest determines state's behavior, while state identification determines interest. Identifiction shapes interest, interest not belief itself directly rules man's actions Does one state have some sorts of identification and interest, it would take the actions according to his idea and interest. Forms and institutions can not only effect interests, but alse construct interests. In shaping national interest ,there are four objective factors: security interests, economic interests, politic interests and culture interests. Constructivism argue that egoism is only one part of national interest, while altruism is also included in the national interest, namely more and more international interests become one part of national interest.Contructivism think that system can constructs national interests, and the national interest at state level could be neglected. But the author stands for the view that national interests at state level is main part of the national interest. This article uses forms,identification and institutions to analyzenational interest at unit and system level.Second,Constructing China's Internal National Interests — — Identification CoreChina's state identification determines China's interests. I hypothesis that China is merging contemporary international society after the Cold War, China, as a regional power shoule be responsible for regional interests, by doing so, we could accumulate national strength for the ready to be a big power in the world. At state level, secuity interest is defined to depend integrated and unified of the territory. Economic interest is defined to keep sustaining and sound development, to realize China's wealth and strength.Political interest is defined to maintain keep independence and stability. Culture interest is defined to build socialist culture system with Chinese chatacteristics to provide the ideological momentum and intellectual support to construct socialist market economy. The internal national interest is the core of national interests and state identification.Third, Constructing China's Regional National Interests-------Expanding basicChina's identify as a big regional power is the basic point to expand its national interests. At regional level, China' regional security interests is definded to defend security and stability. China' regional economic interest is definded to promote prosperity and development. China' regional political interest is to definded to stimulate coordination and cooperation. China's regional culture interet is definded to construct culture community, namely Confucian community.Fourth, Constructing China's Global National Interests-------Identification PurposeThe construction of China's national interests at global level is on the basis of it's identification as a big power in the world. At global level, China' global security interest is definded to improve existing pattern. China' global economic interest is definded to guarante the stability of international economic systems.
