Essentially, studying the value of ideological and political education is toinquire into the basis that it exist. In practical work, however, it is necessary tolook at every part of its system, as it is a systemic subject. The paper analyzesthe subject focusing on its meaning, characteristic, creation, evaluation andrealization.Compared with the study at the nature, the function and the law ofideological and political education, the work on its value began relatively later.In our country, it was paid much attention to and researched about in the late1970s. At present, there are not definite conception about it which caused bythe uncertainty of the meaning of value in philosophy. The paper favors theviewpoint describing it as a certain relation, in other words, the meaning ofvalue is a relation between the dominant's requirement and the function of theobject, and not an esse. It shows whether the object satisfies the dominant,and what the extent. In terms of this interpretation, we can accordinglyconsider the value of the ideological and political education as a certainrelation which is between its function and the relative demands of thedominant of some society.As for what is the dominant and the object of the subject, although thereare many definitions available, I consider the dominant as ruling class, theobject the practical ideological and political education and its function. Thisconclusion stemmed from Marxist interpretation of ideological and politicaleducation, which says it is the work of ruling class, through which they try tomake the governed believe and accept their ideas looking at their owninterests. It is important here to point out a misunderstanding that any rulingclass is opposite, hostile, and carrion. In fact, they are usually ascensive intheir beginning and boom, and from Marxist comment on history matters,they could have all kinds of advanced resources. In our country, people as themaster, is the dominant accordingly. The subject, practical ideological andpolitical education, consists of five elements required to be mastered. Besides,we also need to study it around the information theory, as education is themost important way to propagating information in its nature. After clarifying its connotation, in order to expatiate the value of theideological and political education easily, the paper divides it into severalparts from the angle of its function, which separately called interpreting value,guiding value, restricting value, developing value ,and appreciating value.Then the paper explains them concisely. With the developing of the society,the last tow ones are more and more worth concerning so that they will be themain work of the operators of the education now and later. Through thinkingabout every parts of it, we easily fine out its characteristics. For example, it isa historical, social, and factional subject which is easy to understand.Anti-information and tiptop, however, is also its feature. These two ones standout in our era, but are liable to be ignored, which demands much attention. All of any values do not exist without a certain background. Not only thelaw of the developing of society generally regulates it, but also in the practicaleducation, man's activity directly affects it, especially the ruling class whichplays a leading role in the course of the value creating.
