Corrupt is the state that personnel gains the personal interest abusing his power, thus causes the national politics life to have abnormal change. Corrupt is the common failing which the various countries all exist, but our country's corruption develops violently, endangers and destructs legal system authority and the effective implementation, destructs socialist economy foundation, vacillates our country's political basis and ethics moral's foundation, endangers socialist spiritual civilization, contaminates the society. The problem of corruption is solved or not, directly relates the life and death of the party and the national. Corrupt and counter-corruption contest intensely day by day since the twentieth century 90's, the party and the government struggle fiercely with corrupt by the formidable administrative strength and the judicial strength, But the corrupt behavior still has the extending tendency, the big and serious case disclosed by the media unceasingly constituted the enormous vibration to the entire society. Make the corruption possibility fall to lowest, is the inevitably request to construct harmonious social. This article analyzed the concept and the characteristic of corrupt, and analyzed and summarized all kinds of the erroneous zone in understanding which appears to our country's counter-corruption process, and according to the question which is existed in the counter-corruption work, this article proposed that counter-corruption must depend upon the legislative work, the system innovation, the corrupt cost enlargement, then causes the concerned personnel not to want to be corrupt, cannot be corrupt and does not dare to corrupt, thus finally achieves the goal of counter-corrupt, realizes the society's harmony.
