The global textile trade was ,in the end, integrated into the international free trade system on jan. lst,2005 with the ending of the textile quota system governing globally the textile import and export trade approximately for 40 years.the whole country is celebrating its abolishment,especially the textile trade, however,the safeguardmeasures is gradually becoming the replacement of the quota system and barrier of free trade, which was frequently used by u.s.a.to limit china's textiles entering the u.s. market since the year-2003, especially 2004.The dissertation is divided into five chapters, the first of which mainly gives a brief introduction to the evolvement of international textile and clothing trade system;the second basically relates the status of china's textile trade and the challenges which the trade meets;the third one is mainly about the basical definitions and characteristics as well as law origins of the safeguard measures and special safeguards with relating its conditions and programmes aimed at china as well as several disadvantages to china generated by "investigation procedures" of cita ;the forth illustrates two cases of the special safeguard measures employed by u.s.a. against china;the fifth relates the anti-measures against the safeguard measures of u.s. which is attained from the captioned cases.it is author's attitudes, synthetically to utilize two weapons of law negotiation and political dialogue" to resolve the trade issues of special safeguards with law negotiation as the pioneer ,and the latter as the supporter;equally to emphasize the functions of the bilateral consultation system and the multiateral system; reciprocally to give the trade disputes a perfect ending.
