On the background of global economic integration and China's enter into WTO , this essay explains the historical background when the textile quota was born through the introduction of Multi-Fiber Arrangement (MFA) and Agreement on Textiles and Clothing, analyses the reason of its emergence by using the theory of voluntary export restraints, points out that textile export quota is a measure of non-tariff barriers.This essay also reveals the problems existing in the system of quota assignment by the analysis in four aspects 1. The assignment of textile export quota is unreasonable, 2. The exchange of the quota causes corruption, 3. Problems exist in the inviting of bids, 4. The affection caused by quota to our textile exportation after China enters into WTO. And by means of theory of rent-seeking analyse the reason why the textile quota exchange occurred.On these problems above mentioned and combine them with my practice,! propose the solutions such as reasonable assignment to textile export quota;normalization of the quota exchange and inviting of bids by agreement before public invite bids for the purpose of exploiting the exportpotentialities to the countries who need the quota and improve entire profits of textile quota and level of overall management. In particularly,linking the recent situation, the measures are proposed to seize the opportunities for expanding exportation and improving our competition of textile and garments in world market. A suggestion in this essay is also given to enhance the study of regulations of international trade and set up a frame of domestic relevant law and administrative organizations for preventing import countries from misusing Clause of Anti-Steep Rise to obstruct our exportation to these countries.
