The conditions for business in China continue to rapidly evolve. These changes have accelerated as result of China's entry to the World Trade Organization. Customers have vastly more choices, and they are exercising their right to choose from the enterprise. The competition between enterprises is increasing. Companies must formulate clear business strategies and then execute them effectively. Executives have a need for an organizational strategy and infrastructure that enables them to be more effective in formulating and implementing their business strategies. One of the keys to business success is formulating a winning value proposition to your customers or target market. Then formulate a performance management according this value proposition. A effective performance management can translate the company strategy into a set of objectives and measures not only measures performance of the past but also put forward profitable suggest for development of enterprise. We formulate the system of measures from four typical perspectives: Financial, Customer, Process, and Learning. Cause-and-Effect Analysis and important helps management to use identifying which objectives best fit their strategy. Then company should define specific measures, targets, and initiatives for achieving key objectives.Finally tracking actual results for each performance measure will reveal the correctness of the company's strategy and how well it is executing that strategy. We attempt to put forward new thinking for the enterprise that only pay close attention to financial measures, helping them to increase their competitive power.
