Nowadays, competition is basically competition of personnel. It means that development and management of human resources is becoming the most important issue in modern business management. Therefore, how to establish a scientific, efficient, systematic and standard personnel management system so as to bring the function of human resources into full play has become one of the important issues of the management researchers.After the implementation of reform and open policy, privately- run enterprises have developed prosperously. They become an important part and play a more and more important role in national economy in China . Accordingly, system construction of privately-run enterprises is an important part of Chinese modern business management. Furthermore, these enterprises are undergoing another period of development and expansion. However, they are exposed to intense competition in the market of globalization because of China's entry to WTO and the arrival of era of knowledge. Compared with state-owned enterprises and foreign enterprises, they have no distinct advantages in financing and the support of policy. So they need to consolidate the foundation of human resources and strengthen personnel management to cope with competition .Unable to meet the demands of our times, development and management of human resources in privately-run enterprises is far from satisfactory: clannish management system severely restrain the scientific, systematic human resources management; This is mainly expressed in imperfect recruiting mechanism, irrational distribution mechanism, unsound evaluation mechanism, unstandardized training mechanism and incomplete incentive mechanism For the above-mentioned...
