In the new economic era of globalization, digitization, the power of enterprise is already no longer only depend on the goods and materials capital that enterprises have, but at first lie in whether they have enough knowledge and innovation ability, whether they can foster and keep high-quality staff and professional knowledge talent. Therefore, the human resources have become the key factor of promoting the development of enterprise gradually, become a important means that enterprises obtain the profit, become a kind of important strategic resource which concerns the final and decisive juncture in the market competition of enterprises. This makes human resources management plays a more and more obvious role in the enterprises, more and more key function in the long-term development of the enterprises.According to the Central Committee of the Communist Party of China, the State Council .basic on the spirit of expanding the inside area to the outside world and quickening the development of regional economy of the Midwest, As the only national-level economic and technological development zone of Sichuan , Chengdu Economic and Technological Development Zone, will build into "the window of modern base of manufacturing industry of Sichuan , opening to the outside world , scientific and technological progress , structural adjustment , and the new urban area of the type of opening , the type of scientific and technological , the type of ecological ", Chengdu has already becomethe hot area of the development of western regions, at the same time, it is a good place for the knowledgeable people both at home and abroao to realize their values. So, while strengthening efforts in inviting and attracting outside investment in the whole district, Organization Department bear the task of how enterprise " know people for district ( perception), choose (pick ) , choose the right person (placement ) , educate the people ( professional ) and keep people (preservation ), "help enterprises especially the private ones , innovative human resources management mode of enterprise, strengthen the strategio management of the human resources, set up the legal mode , develops in a healthy way , encourages continuously , the open human resources management system that innovates, thus tackle the severe competition challenge.At present, the human resources management of large-scale state-owned enterprise, transnational foreign enterprise, and enterprise run by the local people in this area under one' s jurisdiction, new human resources management idea of examining, setting up competitive salary system in job training. We can find out that they pay much attention to human resources management, but the general effect is not! as good as expectancy, why? Because these enterprises have ignored the most basic key function of human resources management, namely the construction of the human resources management system matched with management strategy, fine enterprise run by the local people especially anxious to wait for to solve these problems in economic field among them. To these enterprises, introduce the modern human resources administrative system, the major problem they faced is not in the aspect of tangible technology, but how to plant the western human resources management idea in the eastern cultural background deeply, combine the practice in property relations reform in transformation period , take it into the process of management , from the of operating to the aspect of system and even spiritual aspect of culture, construct and build up real strategic human resources management system.
