On Probing Into Property Policies Of Scientific And Technological Innovation

This thesis discusses the policies of Scientific and Technological Innovation Property (STIP) from five aspects.1. The analyses of the conceptions of STIP as well as its policies. In a broad sense, STIP is the sum total of various forms of rights bestowed on inventors of research results by market economic rules; and it has the characteristics of multi-dimension, legal provision, monopolization, and etc. In a narrow sense, it only involves the innovators' personal property right and the right of being rewarded. The evaluation of STIP includes the input of manpower and expenses, output of scientific and technological innovation achievements (STIA), transference of this outcome into currency in technical market, and then simple reproduction and expanded reproduction. The policy of STIP refers to the policy dealing with the protection, allocation, and exchange, etc. of the STIP. The production of STIP is realized on the basis of relative policies as well as legal procedures and demands.2. The analyses of the domestic status quo of STIP and the significance of the implementation of the policies.3. The protective policy of STIP. It consists of administrative protection and legal protection. This part mainly discusses how to rationalize the functions of the two systems, strengthen planning protection, establish the scientific and technical evaluation policy conforming to the market economy, and so on.4. The allocation policy of STIP. This section discusses the proprietary rights of STIA, the status of STIP in the allocation, the distribution models of enterprises' capitalized profits, and etc.5. The exchange policy of STIP. This part includes the structure of dual subjects (buyer and seller) and dual markets (buyer' s market and seller' s market), the issue of object in STIP exchange, the issue of marketing in STIP exchange, the issue of nurture and improvement of information market in the exchange of STIA, and etc.The significance and originality of this thesis:(1).
