A Research On Efficiency Promotion In Process Of China Customs Modernization

The promotion of efficiency is the main target of public management. The core elements of Customs modernization is to promote warranty of institutions and innovation of science and technology, and to promote the Customs efficiency through reform of institutions and management. China Customs has past though the first period. After 5 year struggle, how has the efficiency changed among China Customs? Do some obstacles still exist ? what are the improvement measures ? All these questions have come to the most concerns in the Customs. The definition of efficiency is usually described as 'the ratio of input and output' in management conception. Therefore, a research is done based on Customs 'input'—cost and 'output'—performance.First of all, the running costs of Customs is analyzed through quantitative and qualitative measures. A fact is found that there exist large amount of excess costs or lower efficiency and waste of resource allocation in Customs and intra -Customs, the reasons of which have direct connection with the weakness in Customs management institutions. Make it clear that the low efficiency of Customs could cause the excess trade costs to the outside society, which results in the loss of social welfare. This paper analyzes the Customs costs in 3 perspectives which include: costs in customs, costs of intra-customs, and caused social trade costs, which has developed and enlarged the meaning of Customs costs, distinguishing from the limitation to the internal management field in the past.Secondly, the paper analyzes the Customs performance, and make conclusion that the Customs performance is not perfect in fulfilling the obligation of service, tight supervision, and in controlling strategic direction. The reasons lie in 3 points, a, due to the monopoly status in import and export management which brings out low efficiency ; b, there are no scientific indications of management so far ; c, there exist information asymmetries in Customs management.Thirdly, this paper overviews the modernization of several foreign Customs and tries to find out some useful implications. Lastly , this paper also puts forward some specific approaches to promote the Customs efficiency.
