National Customs Integration Research From The Perspective Of Modernization Of Port Governance

The"Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Comprehensively Deepening Reform"adopted by the Third Plenary Session of the 18th CPC Central Committee puts forward:"Promoting the modernization of the national governance system and governance capacity."On October 26,2018,the People's Daily used a full-page discussion on governance modernization issues.The report of the 19th National Congress of the Communist Party of China clearly stated:"The hoof is steadily advancing and comprehensively deepening the reform,resolutely breaking the shortcomings of various aspects of the system and mechanism.The reform is full-fledged,multi-point breakthrough,deepening,and efforts to enhance the systemic,holistic and synergistic reform.Under pressure to expand the breadth and depth of reforms.Under the macro-level background of national deepening reform,the study of customs customs integration in the perspective of governance modernization has great practical significance.The reform of the national customs integration with the"two centers and three systems"as the main content is a new reform attempt under the background of deepening the internal institutional reform of the customs.It aims to establish an efficient organization system,scientifically configure the customs enforcement power,and reduce the number of institutions.We will change the original law enforcement decentralization and fragmentation law enforcement,and strive to achieve scientific management,unified law enforcement,reduce the institutional cost of corporate government,improve service quality,and deepen the construction of government organizations in service-criented society.This paper is divided into five parts.The first part summarizes the research results of customs integration on customs integration,and briefly reviews the research methods and research significance,and draws a research roadmap.The second part analyzes the context from management to governance to governance modernization to port governance modernization,and finds the logical confrontation between national customs clearance integration and port governance modernization.The third part uses the case analysis method to take Zhengzhou Customs as the example of creating two centers and three systems,and discusses the four aspects of creating motivation,implementation plan,main results and existing problems.The fourth part is to study the US trade facilitation,analyze why the US and US customs trade facilitation measures and the enlightenment to Chinese customs.The fifth part is guided by the problem and proposes to promote the reform of national customs integration.
