A Study On The China's Customs Institutions From The Perspective Of New Public Management Theory

Deepening the reform of administrative management system is an important system construction and innovation to promote the superstructure of our country to better adapt to the economic foundation.Since the reform and opening up in 1978,China has carried out the reform of administrative management system,which takes the institutional reform and function transformation as the main content,and has achieved remarkable results.However,since the reform of the administrative system is a very complex system engineering,the obj ective of the reform is restricted by the objective environment and conditions,so there are still many problems after the reform.China's customs is our country's import and export supervision and administration organ,as our country's import and export gate,has always kept pace with our country's institutional reform.On March 13,2018,the institutional reform plan of the State Council was released,and China began the eighth institutional reform of the party and the state.Guided by the modernization of the national governance system and governance capacity,this reform focuses on the functional adjustment and institutional integration of the party,government,military and other institutions.The plan proposes to transfer the duties and teams of entry-exit inspection and quarantine into the General Administration of customs and build a new pattern of national opening up.With the deepening of institutional reform,the efficiency of customs work has been greatly improved,and remarkable results have been achieved in serving economic development and safeguarding national security.However,the existing reform still has the characteristics of stage and transition,so it is necessary to explore and measure the effectiveness of reform reasonably.Based on the perspective of new public management,combined with the theories of public choice,government effectiveness and customs management,this paper uses literature analysis,empirical analysis,comparative analysis and qualitative and quantitative analysis to study the reform of customs institutions in 20 18,taking Zhongshan customs as an example.In terms of reform objectives and results,before and after the reform,as well as with developed countries abroad Through the analysis and comparison of the customs reform,the paper concludes the effectiveness,significance and existing problems of this reform,and puts forward suggestions and Countermeasures for further improvement.The paper is divided into six parts.The first part is the introduction,which mainly describes the research background,purpose,significance,research status at home and abroad,ideas,methods and framework,etc.;the second part is the theoretical basis of institutional reform,which describes the definition of core concepts and theoretical research basis,etc.;the third part is the case of Zhongshan customs,which takes the implementation of Customs Reform in 2018 as an example to analyze the current situation and effectiveness of Customs institutional reform The fourth part analyzes the limitations and causes of the reform;the fifth part analyzes the experience of the reform and development of the customs of foreign developed countries,the sixth part summarizes the experience,puts forward solutions to the problems,and finally summarizes and prospects.
