The Practice And Implication Of The Rural Health Care Security System In Huzhou City

Health care security system is one of the important components of social security system. Over recent years, with the development of economy and the evolvement of the whole society, central and local governments have laid more and more stress on the establishment and improvement of the health care security system in rural area. The author studies the reform of rural health care security system in Huzhou City using the experience of other countries for reference. First, some important economic theories which have impacted on the development of health care security system in nearly 100 years are discussed. Furthermore, the author examines the basic models of health care security system in China and some foreign countries and their development processes and trends. The following is summarized: 1) different types of health care security system should be matched to populations with different levels of income; 2) government has great responsibility in providing health care security benefits; 3) the benefits should be comprehensive. After examining the historical vicissitude of the health care security system in Huzhou and analyzing the main issues of current system, the author points out the feasibility and necessity of reforming the health care security system of Huzhou City, as well as some factors affecting the reform.Finally, some ways and policy suggestions are proposed for reforming rural health care security system in Huzhou City. The system should be developed systematically. Vertically, three tiers of security network should be developed in order to cover whole agriculture population and meet various demands from diverse populations. Horizontally, an effective management system should be established to fully realize the functioning of the rural health care security system.
