With the adjustment of fertility policies,the issue of maternity security has once again attracted attention.Due to the relatively lagging economic and social development level in rural areas of China,the current content of rural reproductive security is difficult to meet the actual needs of rural women and cannot meet the needs of long-term population development.Under the three child policy,in order to increase rural fertility rates and address the issue of aging,it is necessary to improve rural women’s reproductive security,create a good reproductive environment,build a fertility friendly society,and unleash potential fertility desires.This article studies the issue of reproductive security in rural areas of J Town,Nantong City through literature research,questionnaire survey,and in-depth interviews.Firstly,an analysis was conducted on the current situation of reproductive security for rural women in Nantong City,and it was found that the reproductive security provided by Nantong City to rural women includes economic subsidies and medical services,effectively ensuring the life and health of rural women.However,there is also a problem of low levels of maternity security.This article elaborates on four aspects: prenatal examination,hospital delivery,postpartum visit,maternity leave,and allowances.In terms of prenatal examination,the number and items of free examinations are insufficient,and the reimbursement level of medical insurance for urban and rural residents is not high;In terms of hospital delivery,rural women have a higher proportion of self funded childbirth expenses;In postpartum visits,the content of the visit is simple,the composition of the visiting personnel is single,and the number of visits is insufficient;In terms of maternity leave and allowances,the duration of maternity leave for rural women is vague,and maternity allowances are missing.This study analyzes the reasons for this from two aspects: institutional construction and institutional implementation.In terms of institutional construction,the reasons are reflected in the outdated concept of rural reproductive security system,fragmented and scattered rural reproductive security policies,gaps in specific benefits,and low levels of reproductive medical security;In the implementation of the system,it is manifested as insufficient number of rural medical services,weak service capacity,incomplete allocation of postpartum visit materials,and a lack of assessment and supervision of the quality of postpartum visit.In response to the problems in rural women’s reproductive security in Nantong City,this article proposes the following development strategies: firstly,to improve the institutional concept and goals of the reproductive security system,ensure fairness and equality,and strive to improve reproductive well-being;Secondly,establish and improve the rural women’s reproductive security system.Firstly,establish a free prenatal examination system based on basic public health services.Secondly,improve the hospitalization and childbirth subsidy system guaranteed by medical insurance for urban and rural residents.Thirdly,establish a maternity subsidy system supported by national finance.Fourthly,develop a postpartum visit system centered on maternal needs;Finally,in terms of supporting resource investment,it is necessary to increase financial support,including increasing financial investment in basic public health services and medical insurance for urban and rural residents;We also need to strengthen the construction of rural grassroots medical and health talent teams,increase the supply of grassroots medical talents,strengthen business training for rural grassroots medical and nursing personnel,and enrich the composition of the visiting team.
