What are the objectives and significance of Ideological and Political Education as a practical education activity in reality? What are the motivating factors and internal stick-yards directing the Ideological and Political Education activities? These questions, philosophically, are usually responded by the value recognition. Recently, in order to implement the important plans of the Ideological and Political Education for college students by the CPC, and the Chinese Council, we must clarify the values of Ideological and Political Education as well as the specific activities in the process of educating high quality personnel, only by which the Ideological and Political Education for college students could attain its deserving vitality and endless glamour.Taking the scientific development approach with "people, the essential " as the theoretical underpinnings, this thesis, in accordance with the comprehension of high quality personnel, strongly expounds the value contents and their structural relations of Ideological and Political Education when high quality personnel are being cultivated after analyzing some basic questions, such as the definition and value of Ideological and Political Education. Furthermore, it proposes some reform approaches and recommendations of Ideological and Political Education for college students guided by the value theory.This thesis consists of three parts:The first part (the first chapter) is the logical preconditions and theoretical preparations. Based on the analysis and recognition of the definition of Ideologicaland Political Education, I would point out that the value of Ideological and Political Education refers to its utility for the students being educated, the country and the society, namely, the reasonability of its existence, involving three layers, which come in internal value, external value and utmost value.The second part (the second and third chapters) is the essential body of the thesis. Based on the analysis of the definition, characteristics and significance of high quality personnel, I primarily argue about two values of Ideological and Political Education in the education of high quality education, namely, internal value required for the satisfying and promoting the individual development as well as external value demanded for satisfying and promoting the country and social development. Moreover, I go even further to argue that internal value is the value basis for external value while external value is the extension of internal value. External value determining the nature and orientation of internal value is the condition for the existence of internal value.The third part (the forth chapter) is the reasonable extension of the thesis. On the basis of analyzing the theoretical and practical dilemma owing to the lack of value in the education of Ideological and Political Education for the high quality personnel, I would like to deduce the overall reform approaches and suggestions for the Ideological and Political Education of college students under the guidance of value theory.
