With the global transportation service step into synthetic logistics age, the role and status of port have had the profound change in society and economy development. Port no longer is the destination of transportation, but was the central link in the global synthetic transportation network, its function has changed into synthetic logistics centre from the place of transshipment where the cargo is loaded and unloaded. Port logistics has already become an inevitable trend of the port future development.At present, almost all ports in the world including China's speed up developing port logistics, and take the port logistics' fast and sustainable development as the key of port future. In recent years the middle and small scale ports of China have made the considerable progress in developing logistics, however, they are also at the start stage in the overall, are also very laggard compared with the ports of the developed countries, even with domestic major port. As a matter of fact, port developing logistics is not imitation blindly, but should seek a set of strategy about port logistics development conformed to the port own situation, especially for Yantai as the middle and small scale ports who are faced with the greater difficulty and challenge compared to the major port during the course of the domestic and foreign ports developing port logistics. Therefore, that the middle and small scale ports seek a set of self-suited strategy about port logistics development is a question which is worth studying, will touch on the success or failure of the middle and small scale port to develop port logistics. This paper analyze the background and shortcoming of Yantai port developing logistics, studies and discusses the question of strategy about the middle and small scale port developing port logistics by taking Yantai port as an example, predict quantity of the iron ore by GM(l,l)and prove the feasibility of constructing iron ore logistics centre. At last, this paper comes out the conclusion.
