Statistic On The Wildlife Export Data And Countermeasure Study Of Quota And Price Limit

The management of wildlife and its products export is an important part of China wildlife management. The utmost convenience of economy , traffic and communication have impulse the rapid development of wildlife export trade. Depend on incomplete statistic, the trade total amount of global wildlife and its products is high up to six-hundred billions U.S. dollars per year. Excessive export trade, abundance native utilization, lawless smuggle and lawless hunting will bring enormous press to the survival and development of wildlife. Through the sort and collection of wildlife and its products export trade date of recent years, anatomy its reasons and its results in detail, suggest that China should implement export quota and price limit management. The main research of this thesis are as follows:1.analyze the status of China wildlife and its products export in recent years. Make a general, systemic and detailed analysis on wildlife export status and its reason of 1998,2000,2002. The analysis result indicate that the export trade quantity and the species export products involved have present a ascend trend year after year, but the price of more species has present a big drop trend. Analyze the main reason and the certain result of the trend, consider if not strength the export management in time and this status exist long-term, it will quicken consume wildlife speed of China, it must bring serious menace to the wildlife resource of China, which is go against the environment protection and sustaining utilization. So it is very import and urgent to implement export quota and price limit system, to enhance the level of China wildlife export management further.2. Suggest to implement quota system on wildlife export management. Review the international and native quota status and effect at present generally, and carry through the expatiate and analysis of species which have implement export quota management one by one; expatiate the significance and imminence of implement export quota management; analyze the impact factors, and bring forward the account methods on the basis of those; suggest to set up perfect quota management system; strengthen the build of interrelated establishment.3. Suggest to implement price limit system on wildlife export management. Review the international and native price limit status; analyze the three main factors which affect price limit, and use for reference of international experience, put forth "Method of smoothing exponent "to calculate price 1 on the basis of former export price; introduce the reasonable procedure of price limit administration; strengthen the build of customs specification, sign, quality sort system, auction etc correlative administration measures.
