China have a large market in the world. More and more multinationals enter China in present time. The study on localization of multinationals becomes hot.On studying method, the method of the application contrast, analysis the differential of the native and foreign human resource management. In the course of analyzing , use ration and is it combine together to determine the nature and real example analyze and standardize analytical method combined together to analyze.The human resources localization in China of multinationals is profit to both multinationals and our country, it is a situation of win-win. But human resources localization in China of multinationals has both positive effect and negative effects, the positive effect has:1, Favorable to the economic growth of our country; 2, Effect that knowledge overflows "; 3, Promote the foreign capitals of our country to flow into; 4, Promote culture to merge and improve with management; 5, Facilitate domestic enterprises to draw close to the international standard. The negative effect is: 1, The market pushes out of the effect;2, Influence the technological innovation of our country; 3, Delay the positive change of the social culture of our country; 4, Effect of brain drain.The role of subsidiary and stage of multinationals internationalization is inside factor Influencing human resources localization. The outside restricted factor: Political environmental influence factor, environmental influence factor of economy, legal environmental factor, social cultural factor, geographical condition of natural resources. Basis which we can choose for the localization tactics of human resources through an analysis of these factors.
