With the deep development of the globalization and regionalization of the world economy, and also with the profound open-to-all economy reform of our country, the trend of the integration of regional economy in our districts has become more popular either in the theory research or in the practice. The advancing of the harmonious economy developing strategy of Pan-Pearl-Delta Region is consistent with the economical rule of development , as well with the suitably momentous move which accords with the country development strategy and the unification of the West and East. And also it is the urgent demand of the consistent development of the Pan-Pearl-Delta Region. As the core developing city of the Pan-Pearl-Delta Region, Hong Kong has the advantage in funds, finance, information and services. Hong Kong can be the high increment service center because of its strong ability of market development and distribution. She can afford the services of finance, transportation, travel and other professional services, and also can bring along the development of other cities in the Region. Hong Kong can lead the Pan-Pearl-Delta Region to the world and make it become the intermedium and platform of the external economical cooperation. Hong Kong is the active driving force of the open development of the Pan-Pearl-Delta Region in the future. And then, the signing of CEPA hasprovided the constitutional frame for the economical cooperation between Hong Kong and the hinterland, and has afforded new chances and challenges. Therefore, either Hong Kong or the hinterland must accord with the trend of regional development, and take active steps in order to promoting the consistent development of the both sides and the development of the whole Pan-Pearl-Delta Region.
