A Research On Cooperation Of Guangdong-hongkong-macau Region’s Public Administration

Since the mid-1990s，with the acceleration of globalization and regional integrationprocesses，the cooperation between local governments has promote actively and become theChinese government regional public administration development strategy with no doubt. Atthe same time，based on considerations of the external competitive pressures and safeguardtheir own interests，local governments also gradually formed the cooperation of various formsof regional public administration. However，in practice，there are varieties of problems stillinevitable in the intergovernmental regional public administration cooperation. Therefore，how to break through the current difficulties are the common issues placed in front of theacademic circles.Guangdong-Hong Kong-Macao region was the first batch of regions during reform andopening up, and it’s one of the most important economic center in China nowadays, thecontent of cooperation from the initial single economic cooperation, development to extensivecooperation in economic, administrative, social, cultural, economic, and the trade exchangeslevel of cooperation from the early development to the cooperation between the governmentinvolved in systems, structures, and it has made great progress in all respects. As we all know,the premise of "one country, two systems", the achievements of public administrationcooperation among Guangdong，Hongkong and Macao government, has its universality andparticularity.Therefore, the article will based on regional public administration theory and explore thepractice of regional public management cooperation with the China’s Pearl River Delta regionof Guangdong, Hong Kong and Macao by Specification analysis method, comparativeanalysis method, and document analysis method, then it access to the experience and thetroubles. Last but not least, this article will give some advices on public administrationcooperation in the area of Guangdong-Hongkong-Macao to achieve sustainable development.After carding regional public administration theory and making a summary on the history anddifficulties of Guangdong-Hongkong-Macao regional public administration cooperation basedon the experiences in foreign countries, we found it is hard to ask for more policy supportfrom the central government on the current situation, deepen cooperation, complementstrengths from others and join forces to have the Pearl River Delta advance to the higher class.In the new period, in order to promote Guangdong-Hongkong-Macao regional publicadministration cooperation, we need to enhance the cooperation among governments and realize the sustainable development, then to strengthen the depth of involvement of civilsociety groups so as to achieve polycentric governance, finally to expanding the breadth ofparticipation of non-governmental organizations for good governance.
