The research on public satisfaction index measurement towards government can be traced back to government remolding movement of western countries. In view of this, we think that it's surely necessary to draw western countries'beneficial experience and then promote our Chinese government's public satisfaction index measurement.We think that the main factors to affect local government public satisfaction index are form expectation, performance,emotion,and circumance.We should adhere to the value way of public standard,effective service and performance standard in the process of measuring. To construct public satisfaction index measurement's Kano mold of our Chinese government service and Chinese public satisfaction index mold on the basis of some principles which are full-scale simirarity, Objective and practical, and stable with transforming. In the specific research methods for government service's public satisfaction index, it systematically analysis related contents and investigation procedures of questionaries, and dreges statistics methods of public satisfaction index's measuring technology and our Chinese government public satisfaction index's measuring model on the basis of Kano principles, meanwhile, it conducts simulative analysis for strengthening public satisfaction index measurement's persuasiveness of government service as well as suiting the public satisfaction index measurement model as we have constructed.
