Nearly 40 years of reform and opening-up,the market economy system of China has been gradually improved,the political system function has been continuously optimized,the government 's public service supply capacity has been continuously improved,the division of responsibilities of the sector has been further clarified,the emerging information technology to speed up the modernization of national governance system and governance capacity level,the transformation of government functions become possible.And urban grass-roots community is the basic unit of national governance,community public service supply has become the priority task of urban community construction.At present,the main methods of measuring the level of government performance assessment,superior and subordinate evaluation,network voting,ten thousand people review the government,these assessment methods have achieved very important results.However,in the evaluation of specific departments,the lack of diversification,objective evaluation tools.If only from the government,due to inter-departmental interests and some units of nepotism will inevitably affect the objectivity of the evaluation;In addition,ten thousand people comment on the government is a large sample of evaluation methods,has its own advantages,but the exposed shortcomings can not be ignored,such as high cost,evaluation of the quality of the main differences and other factors will also affect the effectiveness of the evaluation.In 2014,Shanghai No.1 project proposed " Innovative social governance,strengthen grass-roots construction",the local government will shift the focus of work to grass-roots community construction,mainly to achieve " power sinking,resource sinking,responsibility sinking" mechanism change,committed to provide system and material guarantee for community public service supply system construction.The introduction of this policy re-emphasizes the importance of community governance and service providers,but also to the original service system and operating mechanism,prompting these departments to carry out the necessary reforms under the original operating framework.Shanghai City Community Affairs Service Center is an important carrier of community public service at the grass-roots level,only a street office under the jurisdiction of institutions(Community Affairs Service Center,CASC,for short)includes social labor security,medical security,family planning and other related government affairs more than 200 items.How to guarantee and improve the servicelevel and service quality of community affairs service center must become the main responsibility of each service department.Based on domestic and foreign research results and field research,this study constructs a public service satisfaction measurement model index of N sub-district community affairs service center from four dimensions of public expectation,perceived quality,community public satisfaction and public complaints,and validates the model according to scientific research logic,in order to realize the innovation of public service satisfaction measurement tools,and further improve the level of public service and quality.
