Study On Vulnerable Group's Benefit-expressing Channel And Benefit-adopting Mechanism In Public Policy Making Of Modern China Society

Besides the self-adjustment, the way vulnerable group appeal for interests is urge the social consideration, especially the consideration of public policy that authoritatively allots the socially public benefit. The concern of the public policy should be comprehensively reflected in the whole policy complementation process. The main task of public policy making is to consider the announcement channel and the benefit adoption mechanism.Firstly, departing from the angle of the benefit, the paper explains the concept of the vulnerable group. It divides the vulnerable group into I category, II category and III category in light of the ability of acquiring resource and the level of political participation. Base on such a classification, it further illustrates the important solution to the problem of vulnerable group—the governmental policy consideration, especially the consideration in the public policy making. The paper uses the understanding of public policy making, and classifies it as the benefit announcement and adoption, the policy scheme drafting and the policy choice and legitimization.Secondly, based on the discussion above, it explains that to build up the effective benefit-expressing channel and adoption mechanism is not only the requirement for the social stability and equity, but also the demand for the vulnerable group to get rid of the poor situation and to realize self-development. As for the possibility, the Chinese socialist market economy, the speeding politician-socialization of the vulnerable group and the deepening of the Chinese political system reform all create the basis for it.Thirdly, the paper analyzes the current situation of usage of the direct benefit-expressing channel and indirect benefit-expressing one. It deduces that the lagging effect, unorganization, and lower influence and spreads out the existingproblems of the vulnerable group benefit-expressing in the public policy making process, and finally works out the cause of it. Meanwhile, the paper also analyzes the positivity of the institutional benefit adopting and the negativity of it in the reality.Finally, respectively from the innovation of the social environment of the vulnerable group's benefit-expressing, the dredging and reinforcement of the benefit-expressing of the I category vulnerable group, the normalization and innovation of the benefit-expressing channel of the category II group, the innovation of the benefit-expressing channel of the category III group, the paper proposes to set up the effective benefit-expressing channel. Furthermore, from the institutional innovation of the public policy that the government adopts, the benefit-adopting idea, respective creation of the effective adoption mechanism of the public policy making for the I,II,III category groups argues the content, measures of the effective benefit-adopting mechanism.
