Study On Vulnerable Groups' Benefit-expressing Channel In Public Policy Making

At the beginning of the 21^st Century,China is totally getting into a period of All-round development.The economic structure and the social structure have greatly changed.The problems of vulnerable groups have been increasingly emerging,and have already become a significant one that effect society stability and advancement,in which the problem of vulnerable groups' benefit-expressing in political participation is especially outstanding,such as,limited vulnerable groups' benefit-expressing ability, single benefit-expressing channel,the non-system participation's increasing,low government responsiveness and so on.These questions illuminate that the aspiration of vulnerable groups' expressing of interests in political participation and the condition of vulnerable groups' participation politics is extremely limited.Therefore the research on vulnerable groups' benefit-expressing channel in public policy during social transformation period has a strong theoretical significance and realistic meaning.The thesis tries to wholly grasp the actual situation about vulnerable groups' expressing of interest in public policy making,to analyze the problems existing in public participation at present,and thus based on this to study the optimization measures on vulnerable groups' benefit-expressing channel in public policy making.The full thesis is constituted by four main parts except the "Introduction":The Introductory Remarks briefly discuss the background and significance of the paper research,define important concepts associated with this study,discuss and analysize the research's condition in the Academic Circles at home and abroad,clear research ideas,stipulates the research technique,expounds the chapter structure and the innovation.The first part is to analyze the theory value and the practical worthiness in public policy making,and point out that vulnerable groups' benefit-expressing in public policy making must be paid special attention.The second part systematically analyses the problems existing in public participation nowadays,according to the actual situation of vulnerable groups,namely the subject of vulnerable groups' benefit-expressing,the channels of vulnerable groups' benefit-expressing,and expression ways of vulnerable groups,and low government responsiveness.The third part is cause analysis on five obstructions of benefit-expressing in public policy making,respectively from the ideology and culture factors,the system factors,the vulnerable groups themselves factors,social factors to participation cost limiting vulnerable groups' participation scale.The forth part,according to the existing problems,proposes the optimization measures and look forward to providing policy suggestion which have actual value on vulnerable groups' benefit-expressing.Thus it may make the vulnerable groups' expression of interest more sufficient,furthermore coordinate and balance different interests,and make reasonable public policy.Study on the vulnerable groups' benefit-expressing is the first important link,which influence the quality of the output public policy.The government and the whole society paying great attention on vulnerable groups' benefit-expressing is the need for preserving the society stability and consolidating the reform achievements,and also exert a profound influence on cultivating participation culture,promoting health development of China's policy participation,and constructing harmonious society.
