Research On The Interest-expressing Mechanism Of The Vulnerable Group From The Perspective Of Network Media

Since the21stcentury, the institutions of People’s Congress, PoliticalConsultation, and The Hearing have been playing an important role in safeguardingthe interests of the vulnerable group. However, there are still some difficulties inexpressing their appeals. In that, non-institutional participations, like commitments ofsuicide and crime, are applied by some radical ones, which increasingly hasinfluential impacts on social stability and development, realization of socialism, anddemocratic politics. With the high development of economy, the network media hasbeen the first choice of the vulnerable group to express interests.This paper firstly elaborates the status of the vulnerable group and their ways ofinterest expression in China and discusses the alternatives since the reform andopening up. Secondly, the paper reviews the impact of network media on appeals ofthe vulnerable group, pointing out that this new channel, through organizing thevulnerable group, provides space for their public discourse, improves their capabilitiesof interest expression, and builds up a new framework safeguarding their legitimaterights. Thirdly, the paper analyzes the main issues in interest expression via networkmedia, including aggressive mass incidents out of excessive freedom of speech, appeal malformation out of irrationality, and network violence out of informationdistortion, which would negatively influence the fairness, justice, and harmony of oursociety. In the end, policies are advanced to improve the capability of interestexpression for the vulnerable group by network, including enhancing institutionalconstruction, advocating rational appeal on network, establishing linkage at all levelsof government and systematic mechanisms for network medias, and cultivating socialorganizations. The issues of interest expression for the vulnerable group iscontemporarily urgent. The resolution to interest-expressing mechanism for thevulnerable group is helpful not only to social stability and development but toimprove the credibility of the government, which embraces a huge significancetheoretically and practically.
