On The "Man-Oriented" Scientific Concept Of Development

As the General Secretary of the Communist Party of China, Hu-jintao stands on the height of history and times and puts forward definitely the "man-oriented" scientific concept of development on the third meeting of the sixteenth National People's Congress, which scientifically answers some important questions about the country's development. It is the new development of guideline that the Party needs to construct the socialistic modernization. It is the new idea of ruling and governing as well as new strategy of constructing overall affluent society and realizing modernization. It is significant and profound to firmly establish and to comprehensively carry out the scientific concept of development.Being the profound reflection on the development questions in the contemporary world and China, the scientific concept of development is a theoretical issue as well as a practical one. Historical and realistic, theoretical and practical methods are used in this article to explore and study the scientific concept of development from the perspective of establishing firmly and carrying out it comprehensively. The objective is to deepen the recognition and understanding of the basic connotation, spirit and demanding of the scientific development concept, toimprove the consciousness of establishing and carrying out it at the same time and to solve the realistic inconsistent questions in China's development practice.There are four parts in this article. In addition to the theoretical basis and the theoretical status, the formation and the guiding significance on the scientific concept of development are interpreted in the first part. The basic connotation of the scientific development concept is discussed on comprehensive, coordinated and sustainable development in the second part, including the main characters and spirit. The third part is the article's main point. It is discussed that "man-oriented" is the essence and core of the scientific development concept, while the profound connotation and the basis of making its point on "man-oriented" are explored and revealed. At the same time, the understanding of "man-oriented" is deepened by analyzing and discussing a few obscure issues and relations, thereby the scientific concept of development can be further understood and grasped. The fourth part aims at some inconsistent questions existing in the country's social development practice. New measures are pointed out so that the scientific concept of development can be carried out virtually. The whole article is summed up in the end, meanwhile the essence of the scientific development concept and the theoretical and practical significance of establishing and carrying out which is further interpreted.
