The technological transformation project of " the Ninth Five-Year Plan " was applied for and set up in January of 1997. It was approved by the State Economic and Trade Commission and begun to implement in July of the same year. Then the project is completed and accepted smoothly at the end of 2000. The project has produced 6031 sets of moulds totally from 1997 to 2004. 1.Analyse and review on the original feasibility research of the project The feasibility to research method and conclusion of technological transformation project of " the Ninth Five-Year Plan " has been made detailed retrospect and analysis in thesis. In addition, to market demand, product development and making technical feasibility, production feasibility, investment budget and raising, every producing cost, financial evaluation index have been mainly reviewed and analysed. By analysing inside earning ratio, returns on investment, invest favourable tax rate, payback period of investment, etc, comparing with these indexes and technological transformation evaluation criteria of spare part trade of national automobile, objective appraisal on the conclusion of feasibility research has been made:The technological transformation project of " the Ninth Five-Year Plan " is a promising project that is sure to bring the considerable benefit to enterprise. 2. Analysis on the actual situation of project transforms and runs The actual production technology state to transforming has been explained, and corresponding clause of production technology in feasibility research has been analysed and compared with actual production technology state. Then the reason that there is the difference between the two has been pointed out. (1) Produce the actual state of running and carry on economic analysis to the project Plan investment has been compared with actual investment in the thesis. This project has run actually for 6 years from 1997 to 2004. By analysing and comparing the real running situation with the feasibility research in 6 years of the project, the conclusion is drawn:Thrift of investment, the products and production technology have met the requirement of feasibility research, but the output and price have not reached feasibility research to predict the index, and the actual economic benefits of the project differ greatly from the feasibility research that predict. But according to calculating one in project, the main financial evaluation index that the project operates actually is superior to the national trade evaluation index. (2) By output, producing cost and other main economic indicator contrast in project paturition, draw the post-evaluation conclusion. a. Appraisal on feasibility research:On the one hand, design in such aspects as product development, manufacturing engineering, production capacity of technological transformation project of " the Ninth Five-Year Plan " is correct. On the other hand, the original feasibility research report is too optimistic. The predict to the output and cost is not accurate enough and relatively great with the actual deviation. b. Appraisal on the project:The economic result of actual operation, output,market selling price of the project have not reached the index demand that feasibility researches and proposes. But the economic result that the project operates actually is superior to the evaluation criterion of automobile trade, proving the project reality can run and have a good prospect. So, the original feasibility research report of the project is correct in general and the implementation of the technological transformation project of " the Ninth Five-Year Plan " is successful. 3. The existing questions to operate the project and the countermeasures and suggestions to optimize and manage further 1) The questions existing in the course of produce and manage of the project Through " the Ninth Five-Year Plan " technological transformation project for adoption of high and new technologies, the whole ability of machine of the mould company has already met the mould and made the need, but it is obviously insufficient to debug ability; The floor area has not increased and that caused the serious gap of the area of production; The production procedure questions come into being because of the technological progress; The questions to human resources; The questions to insufficient utilization of the equipment; 2) The suggestions and countermeasures to management and administration optimized of the project. Considering the improvement and balance of the whole manufacture level of the mould, the enterprise raised fund about 20 million yuan by itself,introduced second-hand equipment, and extended area of producing in 2001. The problem of machine added and debugs production capacity out-of-balance and producing insufficient in area has been solved after the enterprise for adoption of high and new technologies implement mainly. All these have brought the result: Resource distribution has been optimized, enterprise's resource utilization ratio has been raised again, process ability has been optimized, and the whole function has been improved and perfected too. Meanwhile, strengthen the construction of basic platform of the project management , make the procedure of managing in order. I have organized the management software system of the development item while carrying on project management, have set up the information storehouse and interdynamic system of production schedule of sharing. These have improved the mobility of the information transmission. Perfect the cultivation of the human resources and training system. To " the Ninth Five-Year Plan " technological transformation and supplementary project that enterprise implement, I put forward " raise mould " strategic scheme and the scheme has been approved by the company. Through implementing the strategy of " raising the mould with one ", while solving the insufficient problem of the equipment utilization, enterprise obtains tremendous development too on the mould manufacturing field. 3) Improvement suggestions on the feasible research approach: This technological transformation project adopts the " making it rigidly uniform " method to predict the output.
