From the mid of 1960's, western economists began to pay moreattention to the research of strategic significance of humanresource on economic development, some people even view this as thekey factor of determining economic development. The age ofknowledge-based economy is the period that pays more attention todevelop and manage human resources. The effective human resourcedevelopment and management has been becoming the key factor of onecountry's successful development. The successful economicdevelopment experience of many countries in the world implies usthat only the efficient development of human resources and owingtalented person, one country could be strong and powerful intechnology and economy.This thesis from the study of basic concept and characteristic,emphasize that human resources is the most importance resources inthe age of Knowledge-based economy. It is the essential resourcesand the primary factor of composing advanced productive force. Onthe aspect of human resource development, the author puts emphasison the main strategy adopted by the US, Japan and Singapore, refersto the current situation of human resources development in Chinaand the new change of economic situation after entering WTO andstudy the beneficial experiences of abroad, and proposes somespecific measurement of how to strengthen human resourcesdevelopment in China and prompt the international competition.The first part, from the scientific aspect, the authorunderstands deeply the basic idea of human resources developmentand explores the different views and expressions on the definitionof human resources in current theoretical field. The author thinksthat the more scientific definition on human resource should be asfollows: human resources refer to the working ability containingin the total population within certain social organizations. Herethe social organization can refer to a country, company and so forth.Human resources is different from natural resources, there are fourcharacteristics: firstly, human resources is the most importantresources in the age of knowledge-based economy; secondly, humanresources is resources that can be dynamically recover, enlarge andhas unlimited potential of development; thirdly, human resource isa more essential resource; fourthly, human resources is sparse innowadays, developing human resources has a very importantsignificance on social construction in China. The second part, we analysis and draw lessons from somedeveloped country, such as the United States, Japan and Singaporeetc. The main strategy in human resource development in suchdeveloped countries will speed up the human resource exploitationin our China. The outstanding characteristics of the American humanresource development is that they attach importance to thetechnology education, new creative human resource developmentmechanism, the mechanism that putting the education and technologyand economy together, the continuation of education and thecultivation system, human resource market mechanism, theapplication mechanism of "ability be the crucial", the evaluationof the human resource and the making and the importing of theoverseas talented person. The strategy of Japanese is that they makethe enterprise involve in the human resource development, the weakmanagement of market and attach important to the experience andrelationship between the cooperation. The successful recipe ofSingapore is that they carry up a strategy --"person is thefoundation of a country", and they spark plug "the genius managethe country", meanwhile they import many talent person to Singapore.Due to these reasons, the developed countries mentioned above allmake great success in the economy construction. The third part .The developed countries have been developingthe human resource for about sixty or seventy years. But in ourcountry the management and developing of human resource hasdeveloped only for a few years. There is a long distance betweenour country and the developed countries in this area. That meansif we don't do the job immediately, the economy of our nation willbe serious influenced. There are 1.3 billion people in China, theamount of human resource is 710 million, more than thirty percentof all the human resource in the world. But there are some problems,such as the invest on the capital of human resource is low intension;the absence of the market adjusting on human resource; the lace ofnew idea on the management of the human resource; the low abilityof applying new technology etc. if we want to completely realizethe third step of modernization on socialism, take part in theInternal competition, these serious problem we must conquer : thechallenge of huge number population in low quality; thecontradiction between the change on the adjusting of economy frameand the lack of human resource and the unfit on the frame becominggreater than before; the contest on person with ability betweenforeign company and the national company becoming fiercer andfiercer. We must realize that the completely and efficiently useon the human resource is the real headspring of increasing thesocial fortune and also is the road that lead our nation become agreat power. China should following the demand of scientific viewon development and consider the human resource as the first resourcein strategy. The forth part, under the condition of globalization, our Chinaface not only the confliction of making between the individual andthe collectivity, but also the confliction among the differentstrategic lays. The strategy of the human resource development indeveloped country gives us many apocalypses. We must re-know therelevant development problems of human resource from a strategyheight, and investigate how to adapt the demand of enhancing thedevelopment of human resource at an international consuetude view,and speed up the strategic change from shortage to the mightiness.Firstly, we must hold an idea that the human resource is the foremostresource, and construct an atmosphere that the development andmanagement of human resource must be modernization.
