Along with the on going development of acculturation production, it is now, the public service becoming the more and more important and necessary composition of the governmental management system. It is the time to completely implement the governmental function, to enhance the regulation of economy, strengthen the supervision of marketing and to stress the function of public service for, the governments of all the administrative level. Raising the new theory, the concept of public service is given brand new definition by scholars domestically and internationally. Generally, the public service theory is the core one of the public administration and governmental reform of the 21st century. The marketing of the governmental public service means the government. The main idea of it, is to entrust part of the management functions to the private own department or the non-profit organization, and to government undertake the supervision work instead. This does do good to the reduction of deep pressure of the government and the economization of the administrative cost and the upgrading of the level and the quality of the public service as well, and this is exactly what people want. Zhongshan a forerunner of the pearl-river delta, who is also depending on the improvement of the reform of administrative management and the increasing of the quantity of public service product, is now gradually form the suitable system of culture, education, science and technology, health care, social insurance and agricultural public service. yet, the development of the public service system is still far behind the economy progress, it is, still in great need of complete resolution. Unbalance between the input of economy development and the public service is the direct contradiction to the balanced and all-direction progress of the society. Low level cost and the quality of the public service product leads to the main problem of the growing public finance system. All these make turn the government and the whole social system into a mistaken position. What we need is to analyze the current situation and the problems occurred to master the whole new idea and concept of the building-up of the brand new public service system by drawing lessons from America, Europe, South Korea and Singapore or Hongkong even the forerunner cities of our country, and also take consideration of our own history and consciousness appearance element and the real fact of the unbalanced development of the economic and public management system to find out the way of enhance the public service quality by uprising the governmental supervision standard, increasing the quantity of the service and pushing forward the reform of the public service marketing. The input of social capacity and the correct government position to handle the social service function and responsibility, will be the key to the usher-in of marketing competition to the field of public management and the public service. There are two ways concluded from the practice:1,to set up multi-form corpus of the service by usher in different mode of service. The government raises kinds of service standard such as the standard, form, quantity, quality and charge of the service; then to run and supply the public service product by means of market. 2,to build up a certain partnership between the government and the social power by socializing the public service, mix and match the service form into government-society cooperation. At the same time, we should pay attention to avoid the overwhelming of the marketing in order to ensure the stability of the government and the responsibility of the governmental management. Meanwhile, in Zhongshan, the estimation of the future target and the fixed position of the task are also part of the process. Following the public service principle and the exterior principle, Zhongshan is now undertaking the task of posing the public service definition, the relation ship between suppliers and the producers, the cooperation of government and the private department and the non-governmental section, and distinct the basic public service and the market service mode as well. In the field of the basic public service, following the theory of science development, we should build up the relation between social insurance and the practical development level, change the unbalanced situation of economy and society process.
