The direct power purchase for the large users is a new pattern for purchasing power in the market of power industry in China. It will break the monopoly position of electricity grid companies and introduce the competition mechanism on the side of sale and meeting the requirements of users. As at present time, there are still many restricting factors to develop the direct power purchase for the large users in the whole country, large scale of experiment of this new pattern in Sichuan, which is comparatively richer in electricity, will play a very important role in testing this pattern of purchasing electricity and discovering a reasonable mechanism of electricity price forming through practice.To Begin with, the author explores the theory of the direct power purchase for the large users on the base of relative theory of power market, and analyzes the developing course and present pattern of this direct power purchase pattern in foreign countries, finally draws a conclusion about developing tendency of market of power to push this new pattern. Furthermore, according to the operation status on the direct power purchase for the large users in our country at present, this paper analyzes the restricting factors and difficult questions on making experiment on this new pattern. And make a research to the power transmission pricing on the base of structure analyzing to the transmission costs.Then, this paper uses the analytical method of SWOT matrix to illustrate the direct power purchase for the large users in the Sichuan electricity region in detail, searching the experimental advantages from the two aspects: power supply and power transmission, analyzes the disadvantages existing in the large user experiment at present stage and the opportunity and threatening faced by the Sichuan Electric, then points out a few countermeasures for enlarging experimental areas, and also supplies some constructive suggestions and practical methods for the application of the direct power purchase for the large users in Sichuan.
