21 century, the human resource has become the most important resource in the course of economy development, thus the human resource management also becomes the main point of strategy management in all enterprises. The core of the theory of human resource management is manpower resource value assessing. But all the theories and researches are about the exterior value of manpower but the inner value. In fact, the inner value is the base of the exterior value.To explain the problem, the author deeply analyses the concept of manpower resource value, defines the concept of inner value of manpower resource and concludes its influential factors. With hard working, the author develops the inner-value assessment index system. In the course of developing the system, the author collects some employee's information of inner-value by questionnaire survey, then uses SPSS for Windows to analyze all the data, finally obtains an inner-value assessment system with high reliability and validity.In the last chapter, the author brings forward some suggestions on how to apply the measurement system, the main points as below: how to use fuzzy evaluation model to measure the inner-value of manpower resource; how to calculate the value of all employees; how to measure the human resources management system, and so on.The human resources inner-value assessment system is a fine and practical means when assessing inner-value of manpower resource.
