Human resources development and management are important way that implements the strategy of revitalizing the nation through science and education, promotes the economic society to develop continuously. With the deep development of socialism market economy, especially the rise of the economic globalization tide, it needs to substitute the manpower of poor efficiency and low ability with high- quality and high-efficiency manpower. The human resources are important factors of the state-owned construction enterprises deepening reformation, surviving and developing. Especially under the condition that the international and domestic market competition becomes fiercer and fiercer, the state-owned construction enterprise must catch this factor to get one seat in the competition.The state-owned construction enterprises as the traditional state-owned enterprises of our country face a lot of difficulties and restriction in the course of politics and economic system's reformation deepen constantly. On one hand, efficiency and benefit are low, management does not take effective measures, the brain drain is serious and the undertaking is developing slowly; On the other hand, manpower is unreasonable in resource distribution and cause the waste of the human resources.First, through choosing the representative state-owned construction enterprises as examples, having investigated the current situations of their human resources development and management, pointing out the general existing problems at present in the construction enterprises' human resources development and management, such as talent's idea has mistaken ideas, there is disparity between staff's expected value and reality, human resources structure is unreasonable, lacking effective human resources mechanism of management, human resources are underdeveloped, and so on.
