Based on the human capital theory in general, this paper applies the theory of human resource management in corporate setting, deeply touching upon problems of innovation of the human resource development in state-owned enterprises. The paper discusses the manager of state enterprise, working system, wage system, and training system, etc. The paper divides into 6 parts.The first part is the theory summary, in which the author systematically reviews the business management theories with an emphasis on human resource development.The second part analyzes the current status of state enterprises and the general conditions of their human resource management. The third part focuses on the selection, promotion, and supervision of executives of state-owned enterprises. The fourth part discusses the possible means and ways with respect to the change of the permanent worker system with emphasis on the laid-off employees. The fifth part deals with the wage system of the state-owned enterprises, exploring in depth the establishment of a better wage system so as to tape out the initiatives and potentiality of employees. Finally in the sixth part, the author analyzes how to raise the competitiveness of the state-owned enterprises by training the employees. Due to the rapid changes in management conditions, production technology and employee workforce, the state-owned enterprises are required to keep and enhance the competitive advantages of human recourses by constantly and extensively training employees at different levels in terms of management knowledge, technological knowledge and technological skills.In conclusion, through the analysis of the selection, promotion,and supervision of executives, employee system, wage system and training system of the state-owned enterprises, the paper illustrates a clear understanding and objectives on how to resolve the human resource issues and problems and further developing human resources in state-owned enterprises.
