The Disorder, Causes And Countermeasures Of Human Resource Development In China

The aim of this paper is to make people realize the importance of the development of human resources and to provide good help in the development of human resources for the government,enterprises and institutions.Firstly,the paper analyses the present situation of our country's human resources and its existing problems. Consequently,this paper probes into the problems of human resources' development.Secondly,this paper analyses the obstacles in the development of our country's human resources,also its reasons. The reasons of the obstacles are the fault of the population policy,of the low population quality and the relative insufficiency of education investment.From this basis,I pose the concept of entire development of human resources. Also I explain its three laws. I explain the necessary of the entire development of human resources. Then this paper raises the countermeasures and suggestions of human resources,to establish the system of the development of human resources,to improve the environment of the development of human resources,and to change the concept of the development of human resources and its investment.Finally,the paper draws a conclusion:the development of human resources of our country needs the efforts of the whole society. Its affect is enormous and it has splendid future.
