High-tech Industrialization: Mechanism Approach And Government's Behavior

With the advent of the era of knowledge-driven economy, the high-tech industry, as the pillar industry of the era of knowledge-driven economy, has already become the important index of weighing one country's overall national strength. Accelerating the process of the high-tech industrialization and development of the high-tech industry has become the focus of economic competition among countries all over the world. Comrade Deng Xiaoping sent out the instruction of "developing High-Tech and realizing industrialization"as far back as 1991. At present, the industrialization of our country has already entered middle period and carried out the transition to later stage, the industrial structure is in optimization and upgrading and changing from traditional industry to the new high-tech industry. In the whole, the development of the new high-tech industry of our country is still at primary stage, and has greater disparity with the developed country no matter from the technological level, industrial scale, or competition. It is a main task of our country in the future to how to expand scale, transform and upgrade traditional industry, strengthen national competition. Based on this consideration, we choose "High-tech Industrialization: Mechanism Approach and Government's Behavior" and regarded it as the research contents of my master's degree thesis.From looking at home, according to the statistical data of the Ministry of Science and Technology, nearly 30,000 scientific and technical results pass ministerial level qualification every year in our country, but only 20% among them can turn into products, and only 5% among them can industrialize really. So, it is the problem urgently to be solved in the future how to really realize High-tech industrialization and improve the industrialization rate.According to world, as the commanding point of "knowledge-driven economy " competition of 21st century, the development of High-tech and industrialization gets the attention of the governments of all countries more and more. High-tech industry has become important guide's industry which represents overall national strength and the whole competition and the most important new point of growth and social development in the future too.It is one all one's life that science and technology produce strength, but it must be turned into productivity, Then it could promote the fast development of economy and strengthen the overall national strength. None but it turned into the products through industrialization, High-tech could make enterprises and the country gain benefit. This is realistic meaning of studying High-tech industrialization.This paper analyzes and discusses systematic elements, approach and government behavior of High-tech industrialization, which can offer beneficial guidance for High-tech industrialization.This paper divides four chapters altogether:The first chapter is a summary of the high-tech industrialization. First of all, the concept and character of the high-tech and the high-tech industrialization have been defined and summarized again. Secondly, we explained the current situation of the development of domestic and international high-tech industrialization and analyzed existing problem from High-tech own industrialization and utilizing High-tech to transform traditional industry. Finally, we put forward the necessary and realistic meaning of studying the high-tech industrialization.The second is the systematic analysis of the high-tech industrialization. The systematic elements, such as human resources, risk investment, technological innovation and risk management, have been talked over in an all-round way. We pointed out the weak facets and countermeasures of risk investment of the high-tech industrialization. Risk management of High-tech industrialization was preliminarily discussed from risk management of risk investment and High-tech enterprise.The third part is the approach analysis of the high-tech industrialization. Two approaches have been studied: setting up the high-tech industrial clusters and using the high-tech to transform traditional industry. We analyze the course of High-tech industry and pregnant, forms, grow up of High-tech industry. And we put forward to effective wayof traditional industry's High-tech transformation------integrated innovation, and builtsystematical frame of integrated innovation.The fourth part is the innovation of government behavior.
